Our take
The seat you actually carry. PIPA rx covers 4–30 lb and 16–30 inches in a 25.2 × 17.5 × 23 in shell, and Nuna's own fit note says it lasts to roughly 18 months. It installs on the RELX base in the family car or with a vehicle belt alone in a taxi, which is rare in this class, and it carries FAA clearance and GREENGUARD Gold. The compromise is the price: $409.99 with the base, and the 4-position recline only works on the base.
Good fit
Buy it if you take taxis, fly, or want a carrier that installs without dragging a base everywhere.
Consider an alternative
Skip it if you are on a tight budget — infant seats are outgrown in about 18 months either way.

What we don't like
The section most review sites bury. These are the reasons to walk away from PIPA rx, not caveats to shrug at.
